Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Global Partnerships and External Relations (GLO), headed by a Deputy to the Director General/Managing Director, is responsible for UNIDO's relations with Member States and all external partners, including through the policymaking organs. It plays a central role for interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices; and supports the implementation of particularly complex projects, programmes and special assignments, thus also fulfilling an important role in safeguarding their quality and the reputation of the Organization.
The Deputy to the Director General/Managing Director, GLO assists the Director General in the strategic positioning of UNIDO to achieve the organizational priorities. Among others, the Managing Director, as a member of the UNIDO Leadership, contributes to achieving the organization's strategic goals by reporting on activities undertaken, new developments in its work and trends to urgently respond to by making innovative proposals and advancing new initiatives in cooperation with other Directorates.
The Executive Officer works under the overall guidance and direct supervision of the Deputy to the Director General/Managing Director, GLO, and in close collaboration with the Directorate’s Divisions to support the mandate of the Directorate.
Within the Office of the Deputy to the Director General /Managing Director, the Executive Officer is expected to: (a) deliver work that contains in-depth analyses contributing to results achieved by the directorate (b) create an enabling environment for team work which is catalytic to achieving results (c) build relationships which contributes to partnerships resulting in strategic collaborations and (d) achieve results within a professional team.
The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members, as required.
Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.
Main responsibilities/functions
Provide support for GLO management and high level engagement
- Support the development of strategies, concepts and workplans for ad-hoc and longer-term high-level engagement by the Deputy to the Director General (DDG)/Managing Director (MD) with Member States, partners and related external UNIDO stakeholders, drawing on the distinct and combined expertise of the Directorate’s Divisions where applicable.
- Provide specialized inputs to the design, formulation and/or implementation of policy and strategic management issues based on independent research and/or briefing materials for high-level meetings and missions requested through inputs from Divisions, ensuring quality and accuracy.
- Conduct quality review of professional inputs in preparation for formal and informal engagements by the DDG/MD with Member States and external partners, as recommended inter alia by decisions of UNIDO’s policymaking organs.
- Develop, compile and analyze, for the DDG/MD, substantive background information, based on external sources and/or inputs provided by Divisions, for engagements such as with the Leadership Meeting, Member States, and other partners.
- Research and draft speeches, talking points, briefing notes and official correspondence based on external sources and/or inputs from Divisions, for use by the DDG/MD.
- Independently screen programme/project proposals, funding agreements, expressions of interest and official correspondence for the DDG/MD in her role as UNIDO GEF/GCF/AF Focal Point.
- Support the development and formulation of projects/programmes in the area of external relations and stakeholder management, in line with the guidelines and procedures governing the delivery of UNIDO services.
- Effectively coordinate and prepare Directorate-level tasks, outputs and results, including as requested by the Office of the Director General, by liaising with other relevant organizational units, Member State representatives and other internal or external partners.
- Coordinate the preparation of summary reports and minutes of meetings on behalf of, or for use by, the DDG/MD.
- As delegated, represent the DDG/MD in meetings with internal as well as external counterparts and/or stakeholders
Liaison, coordination and monitoring/execution
- Design standard operating procedures for the Office of the Managing Director and supervise their uptake and day-to-day implementation for the overall effective management of the Office.
- Under the overall guidance of the DDG/MD, develop workplans and coordinate the day-to-day work of support staff, temporary personnel, ISA holders and/or interns working in the Office of the Managing Director, with a view to increase capacities and alleviate bottlenecks.
- Design, set up and oversee the implementation of a process for quality control of documents from the Office of the Managing Director and implement continuous improvements.
- Lead the overall coordination of submissions from Divisions including working documents, reports, and other material for internal and external purposes, e.g. to the Leadership Meeting, the Policymaking Organs, Member States and other processes or stakeholders.
- Act as the focal point for, and coordinate with, counterparts in other Directorates, Divisions and Units on Organization-wide initiatives and strategies and ensure effective cooperation with different parts of the Organization.
- Assume responsibility for collecting, analyzing, preparing and developing necessary background information, data analysis, guidance, and proposals for decisions by the DDG/MD on the utilization of human and financial resources in the Directorate. Such issues include allocation, optimization and use of posts, recruitments, staff (re-) assignments, and utilization of regular and operational financial resources at the Directorate level.
- Oversee the consolidation and submission of the Directorate-wide human resource planning for management decision-making in addition to drafting terms of reference, preparing interview questions and participating in the recruitment of Office personnel in line with applicable rules and regulations.
- Establish, improve and adjust, as required, the various administrative monitoring and reporting systems needed by the Office of the Managing Director and ensure correct information dissemination to various target groups.
Facilitate organizational improvements
- Represent the DDG/MD and/or the Directorate in relevant bodies of UNIDO’s governance structure, as well as on cross-Organizational task forces, working groups or teams.
- Independently design and introduce innovative process improvements, where necessary in liaison with other Directorates and relevant Services.
- Resolve process limitations and communicate the introduced changes in a timely manner with the relevant personnel to ensure proper implementation.
- Lead the application of best practices and benchmarks on pertinent topics and assess their relevance and applicability to the Directorate and to UNIDO.
- Keep abreast of relevant policy and substantive issues by following the technical press, market developments and economic and political trends.
- Enhance partnership-building in service of the Directorate mandate by maintaining close contacts with Member States, funding partners, other external stakeholders and UNIDO’s field, liaison and ITP office networks.
- Undertake additional relevant tasks as required and instructed by the DDG/MD.

Minimum organizational requirements
Education:
Advanced university (Master’s or equivalent) degree, in in international relations, political science, economics, finance, public administration or a field of direct relevance to the mandate of the Directorate is required.
Experience:
- A minimum of five (5) years of relevant professional experience in an international environment, including supporting and advising senior management in one or more of UNIDO’s mandate, is required.
- Strong research, analytical and communication (verbal and written) skills, is required.
- Experience in dealing with highly sensitive, tactical, and confidential matters, in particular with Member States and external partners is required.
- Experience in or knowledge of UNIDO’s business procedures and processes, including all phases of technical cooperation Project Cycle, is desirable.
- Experience in or knowledge of external relations, stakeholder management and management of global technical cooperation programmes is desirable.
Language Skills:
Fluency in written and oral English is required. Fluency or working knowledge of another official language(s) of the United Nations is desirable.
NOTE: UNIDO professional level applicants are required to have served at least one year in their current position, if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.
UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
